banner inside the forum

Okay i wondering if its possible if when a member clicked a board
they want to see that a small banner will be at the top.

for example they went to General Board, when there inside it a banner is
at the top above the topics and stuff

yes I have one on mine inside the description I think,if I remember right.

I think you need to do this through template editing for every boards to have a small banner..
