First of all, I think there is another topic about this somewhere but if you couldn't find it I think I have the answer.
Second of all, I think you need to film in widescreen for this to work. Also, you need a certain video editting program to do it, (I don't know which one but I know you can't do it on WMM.) So, if your using an emulator, you can't add it on.
Thirdly , Meta used his epic artwork skills to make each single one of those sidebars. Then he gave them to SS and when SS used his epic video editting power, he added them on. How he added them on, I have no clue. He uses Pinnacle if you were wondering.
So to summ this all up, Meta made each userbar with his artwork, then he gave them to SS and then SS added it on to his videoes with his editting skills. You need to film in widescreen for this to work and I don't think you can do it with WMM. And if your using a emulator, I don't think it can work.
Also, if you look hard enough i'm sure there is a video on YT that could help you out.

The editor is Pinnacle Studio 12 Ultimate or Sony Vegas, and someone did make a video, search it on YouTube, but he used Sony Vegas, not Pinnacle.
